EHEA – European Higher Education Area Ministerial Conference and Fourth Bologna Policy Forum took place in Yerevan, Armenia on 14-15 May 2015.

The event was attended by more than 100 delegations from 47 participating countries of Bologna process as well as 20 Ministers of education.

Kyrgyzstan was represented by the delegation composing of the Minister of Education and Science of KR – Elvira Sarieva, assistant to the Minister – Turarbek Omuraliev, rector of KSTU named after I.Razzakov – Turatbek Duishenaliev, rector Academy of Public Management under the President of KR – Almaz Nasyrov, rector of KSU named after I. Arabaev – Tolobek Abdrakhmanov and vice rector of Osh State University – Abdygany Abduvaliev.

As a result of the Forum, there were adopted Yerevan Communiqué of Ministerial Conference and Declaration of Fourth Bologna Policy Forum.

During the event there were presented basic outcomes of the activities in the field of quality assurance, ECTS application, qualification systems and recognition of learning outcomes foreseen in the 2012-2015 Work plan.

Acting Director of the Directorate-General for Education and Culture (“DG EAC”) – Mr. Adam Tyson pointed out that thanks to the Bologna Process the policy of establishing international contacts was put into effect.

Republic of Belarus became a participating country of the European Higher Education Area based on one of the summit decisions and signed Bologna Declaration.

The Yerevan communiqué confirmed the obligations according to which the EHEA is obligated to include short- term qualifications in overall qualification frameworks of EHEA (QF-EHEA); to reconsider the national qualification frameworks structures in order to ensure compatibility with previous education, to make higher education more sociable.

For the first time the Ministerial Communiqué confirmed the issue of right for education and students mobility in conflict zones. It is a crucial principle within the context of Common European Education Policy.

In conclusion of the Forum, the Minster of Education and Science of Armenia – Armen Ashotyan passed the baton to Paris where next Conference and Forum will take place in 2018.
