On April 22, 2021, a round table “Development of PhD doctoral programs in the Kyrgyz Republic: results and challenges” was held online as part of the project “Development of doctoral studies and research potential of scientists in Kyrgyzstan (DERECKA)”, funded by the European Union’s Erasmus + program. This event was organized with the support of the Ministry of Education and Science of the Kyrgyz Republic, the German Society for International Cooperation (GIZ), the National Erasmus+ Office in Kyrgyzstan, KSTU named after I. Razzakov and national experts on higher education reform.

The purpose of the round table was to discuss the implementation of measures to strengthen research and innovation potential in Kyrgyzstan through the promotion of the PhD system and to develop measures for further cooperation between stakeholders on improving the content and quality of doctoral programs in Kyrgyzstan.

Welcome speeches were made by Mr. Almazbek Beishenaliev – Minister of Education and Science of the Kyrgyz Republic, Mr. Mirlan Chynybaev – Rector of KSTU named after M. I. Razzakova, Dr. Rolf Peter – Head of the Project “Professional Education in Central Asia” (PECA), Philipp Pohlenz, Professor at the University of Magdeburg, GIZ expert (Magdeburg, Germany). The representatives of the DERECKA project partner universities also delivered a welcoming speech: Tatiana Kalganova, Professor at Brunel University (London, UK), Marina Tropmann-Frick, Professor at the University of Applied Sciences Hamburg (Hamburg, Germany), Jelena Stankeviciene, Professor at Vilnius Technical University (Vilnius , Lithuania), Arnold Sterenharz, ExoLaunch GmbH.

During the round table the following questions were discussed:
– Organization of the activities of universities, government agencies, and other participants in the development of the PhD system in the Kyrgyz Republic;
– Results of the work done on the development of the PhD system: results achieved, difficulties, strengths and weaknesses of the process, lessons learned in the piloting process: results of pilot PhD programs implemented by the MES KR together with the National Erasmus Office +, initiatives of the MES KR on the development of legislation (Regulations on PhD, minimum requirements for accredited PhD programs, etc.), activities of the GIZ program, the DERECKA project, etc.);
— Necessary activities and conditions for further implementation and improvement of the quality of PhD programs in accordance with the socio-economic needs of stakeholders.
