The National Higher Education Sector Review 2022 brought together over 40 key stakeholders from government, universities, civil society, and the European Union to assess progress, identify challenges, and chart strategic directions for the future of higher education in Kyrgyzstan. The event was organized by the National Erasmus+ Office in Kyrgyzstan with support from the Ministry of Education and Science and the EU Delegation to the Kyrgyz Republic on the basis of  Kyrgyz State Technical University named after Razzakov.

The forum served as an inclusive national platform to:

  • Review higher education trends in governance, quality, financing, and access;

  • Present findings from the 2025 National Higher Education Review;

  • Highlight the role of Erasmus+ projects in promoting internationalization, mobility, and institutional transformation;

  • Generate actionable policy recommendations aligned with the Sustainable Development Goals (SDGs) and the Bologna Process.

The agenda featured high-level speakers and experts from the Ministry, HERE team, academia, and Erasmus+ project coordinators. Participants engaged in interactive panel discussions on curriculum modernization, funding models, quality assurance, and the impact of EU-supported initiatives on educational reform.

Key conclusions included:

  • The need for a national higher education strategy linked to global priorities;

  • Strengthening inter-ministerial coordination following the restructuring of education governance;

  • Enhancing equity and inclusion, especially for underserved student groups;

  • Sustaining and scaling successful Erasmus+ projects as catalysts for reform.

The event concluded with a proposal to form a multi-stakeholder working group to develop a roadmap for higher education reform through 2030. A post-event policy brief will be shared with national and international partners to inform ongoing dialogue and cooperation.
