Following the outcomes of the TAM online seminar “Fostering Digital Ethics in Higher Education: Ethical Technologies, Responsibility, and Rights in the Digital Age,” held on 27 November, 2025, an important strategic document — the Concept Note and Roadmap: “Developing Digital Ethics in Higher Education in Kyrgyzstan” — has been successfully developed.
The seminar brought together representatives of higher education institutions, policymakers, IT specialists, legal experts, researchers, and international partners to discuss the growing importance of digital ethics in the context of rapid technological transformation in education. Key topics included the ethical use of artificial intelligence, data protection, academic integrity in digital environments, digital rights, and institutional responsibility.
Building on the rich discussions, expert inputs, and practical recommendations shared during the seminar, the Concept Note and Roadmap outline a clear vision for the systematic integration of digital ethics into the higher education system of Kyrgyzstan. The document serves as a strategic framework for universities, government bodies, and quality assurance agencies, defining priority areas, guiding principles, and concrete steps for implementation.
The Roadmap identifies short-term and long-term actions aimed at strengthening institutional policies, raising awareness among academic communities, enhancing digital competencies, and fostering responsible and ethical use of digital technologies across higher education institutions. It also emphasizes the need for multi-stakeholder cooperation, continuous capacity building, and alignment with international best practices.
The development of this Concept Note and Roadmap marks an important milestone in advancing the digital transformation of higher education in Kyrgyzstan in a responsible, inclusive, and sustainable manner. It is expected to serve as a foundation for future initiatives, policy development, and institutional reforms in the field of digital ethics.
