Razzakov (KSTU) in Bishkek.<\/p>\n<p data-start=\"570\" data-end=\"602\"><strong>Project Aim and Background:<\/strong><\/p>\n<p data-start=\"603\" data-end=\"997\">The DEFA project, within the framework of the European Union&#8217;s Erasmus+ CBHE programme, aims to enhance the financial autonomy of Kyrgyz universities by developing sustainable models of financial management and governance. The project supports higher education institutions in building transparent and efficient financial systems that strengthen their strategic and operational independence.<\/p>\n<p data-start=\"999\" data-end=\"1030\"><strong>Participants and Partners:<\/strong><\/p>\n<p data-start=\"1031\" data-end=\"1397\">The conference brought together<\/p>\n<ul>\n<li data-start=\"1031\" data-end=\"1397\">representatives of the Ministry of Science, Higher Education and Innovations of the Kyrgyz Republic,<\/li>\n<li data-start=\"1031\" data-end=\"1397\">the Ministry of Finance,<\/li>\n<li data-start=\"1031\" data-end=\"1397\">the National Erasmus+ Office in Kyrgyzstan,<\/li>\n<li data-start=\"1031\" data-end=\"1397\">the Association of Higher Education Institutions of the Kyrgyz Republic,<\/li>\n<li data-start=\"1031\" data-end=\"1397\">and partner universities from Germany, Italy, and Kyrgyzstan.<\/li>\n<\/ul>\n<p data-start=\"1399\" data-end=\"1956\">European partners included Otto von Guericke University (Germany), University of Florence (Italy), and CESIE (Italy).<br data-start=\"1528\" data-end=\"1531\" \/>Kyrgyz partners represented a wide range of national universities, including the Kyrgyz State Technical University, International University of Kyrgyzstan, International Higher School of Medicine, Diplomatic Academy of the Ministry of Foreign Affairs, Osh State University, Issyk-Kul State University, Talas State University, Naryn State University, and Ala-Too International University.<\/p>\n<p data-start=\"1958\" data-end=\"1991\"><strong>Opening and Welcome Remarks:\u00a0<\/strong><\/p>\n<p data-start=\"1992\" data-end=\"2531\">The conference opened with welcome speeches from Rector of KSTU; Deputy Minister of Science, Higher Education and Innovations; National Coordinator of the Erasmus+ Programme in Kyrgyzstan, and rectors of leading universities, highlighting the importance of the project for the development of higher education in Kyrgyzstan.<br data-start=\"2230\" data-end=\"2233\" \/>In her address, National Coordinator of the Erasmus+ Programme in Kyrgyzstan\u00a0emphasized the vital role of the DEFA project in promoting financial transparency and autonomy in higher education and highlighted the importance of continued cooperation between Kyrgyz and European universities within the Erasmus+ framework.<\/p>\n<p data-start=\"2533\" data-end=\"2560\"><strong>Conference Highlights:<\/strong><\/p>\n<p data-start=\"2561\" data-end=\"2654\">The event\u2019s sessions focused on presenting the results of the project\u2019s main work packages:<\/p>\n<ul data-start=\"2655\" data-end=\"2816\">\n<li data-start=\"2655\" data-end=\"2679\">\n<p data-start=\"2657\" data-end=\"2679\">Management (WP6)<\/p>\n<\/li>\n<li data-start=\"2680\" data-end=\"2727\">\n<p data-start=\"2682\" data-end=\"2727\">Development and Preparation (WP1 &amp; WP2)<\/p>\n<\/li>\n<li data-start=\"2728\" data-end=\"2756\">\n<p data-start=\"2730\" data-end=\"2756\">Implementation (WP3)<\/p>\n<\/li>\n<li data-start=\"2757\" data-end=\"2788\">\n<p data-start=\"2759\" data-end=\"2788\">Quality Assurance (WP4)<\/p>\n<\/li>\n<li data-start=\"2789\" data-end=\"2816\">\n<p data-start=\"2791\" data-end=\"2816\">Dissemination (WP5)<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2818\" data-end=\"3012\">In addition, a <strong data-start=\"2833\" data-end=\"2863\">Steering Committee meeting<\/strong> was held, where the partners reviewed the project\u2019s overall financial statement and discussed sustainability measures for the implemented results.<\/p>\n<p data-start=\"3170\" data-end=\"3198\"><strong>Key Results and Impact:<\/strong><\/p>\n<p data-start=\"3199\" data-end=\"3233\">As a result of the DEFA project:<\/p>\n<ul data-start=\"3234\" data-end=\"3994\">\n<li data-start=\"3234\" data-end=\"3413\">\n<p data-start=\"3236\" data-end=\"3413\">A <strong data-start=\"3238\" data-end=\"3294\">comprehensive model of university financial autonomy<\/strong> was developed, and <strong data-start=\"3335\" data-end=\"3410\">implemented in higher education institutions across the Kyrgyz Republic<\/strong>.<\/p>\n<\/li>\n<li data-start=\"3414\" data-end=\"3583\">\n<p data-start=\"3416\" data-end=\"3583\">The project\u2019s outcomes contributed to <strong data-start=\"3454\" data-end=\"3480\">legislative amendments<\/strong>, enabling universities to operate with greater flexibility and independence in financial management.<\/p>\n<\/li>\n<li data-start=\"3584\" data-end=\"3786\">\n<p data-start=\"3586\" data-end=\"3786\"><strong data-start=\"3586\" data-end=\"3613\">European best practices<\/strong> from leading partner universities were adapted to the national context, allowing Kyrgyz universities to improve budgeting, internal audit systems, and strategic planning.<\/p>\n<\/li>\n<li data-start=\"3787\" data-end=\"3994\">\n<p data-start=\"3789\" data-end=\"3994\">The project fostered long-term collaboration between <strong data-start=\"3842\" data-end=\"3878\">Kyrgyz and European universities<\/strong>, strengthening institutional capacity and supporting further integration into the European Higher Education Area.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3996\" data-end=\"4049\"><strong>Significance for Higher Education in Kyrgyzstan:<\/strong><\/p>\n<p data-start=\"4050\" data-end=\"4415\">The final DEFA conference marked a milestone in advancing the financial sustainability and institutional autonomy of universities in Kyrgyzstan. The project\u2019s legacy will continue to influence national higher education reforms and support the effective use of resources, contributing to a more transparent, accountable, and globally competitive university system.<\/p>\n<p data-start=\"3407\" data-end=\"3605\">The event reaffirmed the commitment of Kyrgyz and European partners to continue cooperation under Erasmus+ programme, fostering innovation, transparency, and sustainable development in higher education.<\/p>\n<p data-start=\"3407\" data-end=\"3605\"><img decoding=\"async\" loading=\"lazy\"
